Robert A. Fox of Easton is charged with open lewdness and indecent exposure, Forks Township police said in a release.
Authorities said they were first called to the 2800 block of Falk Street on Oct. 4 for a report of a man touching himself in an upstairs window who was "clearly visible to the public."
The 911 caller did not want to press charges at that time, the department said.
On Nov. 25, Forks police said they were called to the same house for the same incident. By Dec. 4, the man was identified as Fox and admitted in an interview to "standing as close as he could to his bedroom window and masturbating," detectives said.
Bail was set at 10 percent of $50,000 at his arraignment on Wednesday, Dec. 20, court records show. He is scheduled to appear in court for a preliminary hearing on Jan. 2.
